II. Duration of Courses

Duration of each of the above courses shall be three years except Postdoctoral (D.M./M.Ch.) courses for which the duration will be two years.

III. Requirements for Admission

Candidate must have complete satisfactorily one year of compulsory rotating internship after passing the final M.B.B.S. examination from the University of Delhi on or before 15th April and must have full registration with the State Medical Council/Medical council of India.

The candidates should read the following instruction carefully:

1. The candidates will not be enrolled for two courses simultaneously in the same faculty i.e. as a regular student for one course and as ex-student for the other course.

2. The candidates have passed a degree course will not be allowed to appear in the Screenting Test for admission to Ciploma Course in the same subject.

Screening Test for Pre., Para and Clinal Susbjects :

The Faculty of Medical Sciences will hold a written Screening Test at Delhi for selection of candidates for admission to Post-graduate degree courses in all subjects except in M.Sc. (Medical Bio-chemistry) and M.Sc. (Medical Microbiology) on third week of February. The candidates will be informed about the place of the Screening Test.

The MD/MS Screening Test will consist of the following two papers :

Paper I will consists of 100 questions in Pre and Para-Clinical subjects. It will be of one hour's duration and wil carry a maximum of 400 marks.

Paper II will consist of 200 questions in Clinical subjects, it will be of two hours duration and wil carry a maximum of 800 marks.

The questions in Papers I and II will be of objective type with multiple choices (1), (2), (3) and (4) of which only one choice/response will be the most appropriate/correct one. Each question will carry 4 marks. For each correct response, the candidate will get 4 marks.For each incorrect response, one mark will be deducted from the total score.

More than one response indicates against a question will be deemed to be incorrect and will be negatively marked.

In case the candidates are not sure about the most appropriate/correct responsethe candidates are advised not to attempt the concerned question in the answer sheet and to leave it blank for which no deduction from the total score will be made.

The answer sheet will be placed inside the Test Book. The candidates will do rough work on the Test Book and NOT on the Answer Sheet. Candidates will enter only their Roll Nos. and other particulars and ther responses to the question on the Answer Sheet.

The Screening Test shall cover all the subjects covered during the M.B.B.S. Course.

Paper - I Pre & Pra-clinical subjects i.e. Medicine, obstt. & Gynaecology, Paediatrics, Anaestheisia, Dermatology and Venereal Diseases, Radio Diagnosis, Radio-Therapy, Sociol & Prev. Medicine, Tuberculosis and Respiratory Diseases, Psychiatry, Surgery, Orthopaedics, E.N.T.and Ophthalmology.

Note :- No TA/DA will be admissible for appearing in the screening test.

Admission shall be made in order of merit on the basis of the result of the Screening Test for all subjects except in M.Sc. (Medical Biochemistry) and M.Sc. (Medical Microbiology)

III. (b) M.D. (Community Health Administration)

A candidate seeking admission to degree course for M.D. (Community Health Administration), shal fulfil the following condidtions :

(i) A candidate must have complete satisfactorily one year of compulsory rotating internship after passing the final M.B.B.S. examination and must have full registration with the State Medical Council/Medical Council of India.

(ii) After fulfilling the requirements as stated above the candidate must have put in 5 years of service on or before 15th April.

(a) The candidates who fulfil the above eligibility conditions will be allowed to appear in COMMON WRITTEN SCREENING TEST of be held for Post-graduate degree/diploma courses scheduled to be held on 20th February.

(b) A separate merit list will be drawn from the common merit list of the Post-graduate degree/diploma written screening test exclusively for selection of candidtes to M.D. (Community Health Administration) course.

III. (c) M.Sc. (Medical Bio-chemistry) :

A candidate seeking admission to the M.Sc. course in Medical Bio-chemistry should have obtained the degree of Master of Science in Chemistry/Bio-chemistry of the University of Delhi or any other Degree recognised by the University as equivalent thereto.

III (d) M.Sc. (Medical Microbiology)

A candidate seeking admission to the M.Sc. course in Medical Microbiology should have obtained the Degree of Master of Science in Botany, Zoology or Microbiology of University of Delhi or any other Degree recognised by the Unviersity as equivalent thereto.

Weightage :

Candidates belonging to Scheduled Caste/Scheduled Tribe category will be given weightage of 20 marks in the Screening Test for ranking them in the merit list for purposes of their selection to the course concerned.

A Scheduled Caste/Tribe candidate while applying for admission to any of the course will attach a certificate alongwith the application form to the effect that he she belongs to scheduled caste/scheduled tribe from any one of the competent authorities as listed below without which concession of Scheduled Caste/Scheduled Tribe shall not be given :

(i) District Magistrate/Additional District Magistrate/Deputy Commissioner/Collector/Additional Deputy Commissioner/Deputy Collector/Ist Class Stipendiary Megistrate/City Magistrate (not below the rank of Ist Class Stipendiary Magistrate/Executive Magistrate/Extra Asstt. Commissioner).

(ii) Chief Presidency Magistrate/Additional Chief Presidency Magistrate/Presidency Magistrate/

(iii) Revenue Officer not below the rank of TEhsildar.

(iv) Sub-Divisional Officer of the area where the candidate and/or his/her family normally resides

(v) Administratior/Secretary to Administrator/Development Officer (Laccadive and nMinicoy Islands).

IV. Preparation of Merit List :

(a) The entrance test for 25% seats will be conducted by the All-India Institute of Medical Sciences directly on behalf of the Directorate General Health Services (Ministry of Health as per the directions of the Hon'ble Supreme Court of India) except for MD (Community Health Administration) Course which will be filled up by Delhi University.

(b) The entrance test for the 75% seats will be conducted by the University of Delhi and the selection will be made fron the University of Delhi Medical graduates only in order of merit based on the marks obtained in the Screeing Test.

Procedureof Admission and Assignment of Institutions

Admission would be made strictly on the bssis of the merit of the candidates determined by the marks obtained in the Screening Test.

The candidates in order of merit will be required to appear before the committee constituted by the Board of Research Studies for Medical Sciences on the following dates :-

(i) Candidates with merit position 1 to 100 - 10-4 each year

(ii) Candidates with merit position 101 to 200 - 11-4 each year

(iii) Candidates with merit position 201 to 300 - 12-4 each year

(iv) Candidates with merit position 301 to 400 - 13-4 each year

(v) Candidates with merit position 401 to 500 - 14-4 each year

No individual communication would be sent to the candidates for appearance before the committee on the dates mentioned above. The candidates with merit position as stated above should appear before the Committee on the fixed dates. Candidatsshould asemble at 9.00 A.M. in the Committee Room (Room No. 411) IVth Floor, V.P. Chest Institute, Delhi-110007 on the dates concerned. If any candidat is unable to appear on the date specified above, he/she may send his/her representatives giving reasons for his/her absence to the satisfaction of Admission Committee and further stating that the selection made by his/her representative would be final and binding on him/her.

When a candidate appears before the aforesaid Committee he/she would be informed of the available subjects and institutions in which the course are available. From among the subjects and the institutions available at the time of his/her counselling, he/she would be entitled to select only one subject in the said institution. A candidate so admitted to a particular subject and assigned to a particular institution will not be entitled to seek any change of subject or institution at all. No request for change of subject or institution would be entertained.

If any seat falls vacant in any subject in any institution the same would be filled up from the waiting list strictly in the order of merit in the same manner as mentioned above. the dates of counselling for the candidates in the waiting list would be intimated to them by registered post and also displayed on the notice board of the Faculty.

While filling up such vacant seats on account of drop out, candidates already admitted to any subject in any institution willnot be considered and only candidates in the waiting list will be considered.

A candidadte who does not wish to be admitted to any of the subjects available at the time of his/her counselling may give in writing to the said effect. He/she will be placed in the waiting list and will be considered for admission to the vacant seats any, in the subsequent counsellings in order of merit.

The candidate shold bring in original the following documents at the time of counselling :-

1. High School/Higher Secondary Certificate for verification of date of birth.

2. M.B.B.S. Degree.

3. Detailed marks certificates of the I, II & Final M.B.B.S. Examinations.

4. the compulsory rotating internship Certificate.

5. Employer's Certificate, if employed ..... (as given in the application form on page 5)

6. Registration No. with State Medical Council/Medical Council of India.

The candidate should also bring with him/her a demand draft for Rs. 250/- drawn in favour of the Registrar, University of Delhi payable at State Bank of India, Delhi University Branch.

V. Preparation of merit list for MD (Community Health Administration), M.Sc. in Bio-Chemistry and Microbiology Courses.

Admission to MD (Community Health Administration) Course shall be made in order of merit on the basis of the result of the Screening Test and the selection of candidates for admission to M.Sc (Med. Bio-Chemistry), M.Sc. (Med. Microbiology) degree courses shall be made in order of merit based on the marks obtained at the qualifying examinatio in the follwoing manner by the University.

(a) For first 25% of the total number of seats available in each speciality (separately), the selection will be made on the basis of the combined merit list of University of Delhi and other Universities Medical Graduates and thereafter.

(b) The selection for the remaining 75% seats in each speciality (separately) will be made from University of Delhi Medical graduates only.

Note :- If any candidate who is already admitted against the 75% quota of Delhi University graduates becomes entitled to be offered admission against 25% quota of All India level, consequent vacancies in the 75% Delhi University quota, will be filled up by from amongst the Delhi University graduates only.

If any seat remains vacant in 75% quota of Delhi University for want of Delhi University Medical graduates, the said seats would be filled up on All India basis i.e. combined merit.

VI. M.Ch./D.M. super specialities (Post-doctoral Course):

A candidate seeking admission to :

(i) M.Ch. (Plastic-Surgery);

(ii) M.Ch. (Cardio-Thoracic Surgery);

(iii) M.Ch. (Neuro-Surgery);

(iv) M.Ch. (Peadiatric-Surgery);

(v) M.Ch. (Gastroenterology Surgery);

(vi) D.M. (Cardiology);

(vii) D.M. (neurology ) and

(viii) D.M. (Gastroentrology) shall fulfill the following conditions :-

1. Must have passed the final MBBS examination with 50% marks in the aggregate and should have passed the M.S. (Surgery) for M.Ch. (Plastic Surgery), M.Ch. Cardio-Thoracis Surgery) M.Ch. (Neuro-Surgery), M.Ch. (Paediatric-Surgery) and M.Ch (Gastroentrology Surgery); M.D. (Medicine or Paediatrics) for D.M. (Cardiology), D.M. (Neurology) and D.M. (Gastroentrology) examination of University of Delhi or any other degree recorgnised as equivalent thereto by the Univesity of Delhi on or before 15th April

2. The candidates holding Diplomate of National Board of examination will be eligible for admission to Post-doctorol Courses, provided they have done thesis work.

3. Candidate for the coiurses mentioned above shall be selected in order of merit on the basis of the marks of combined written and clincial/practical/viva-voce screening test.

Note :- The candidates who have qualified in the written screening test and called for clinical/practical/viva voce screening test but fail to appear in the same will not be considered for admission to DM/M.Ch. Courses.

4. The number of candidates to be called for clinical/Practical/Viva voce wil be 5 times of the number of seats in the course concerned based on their performance in the written Screening Test.

5. The written Screening-Test shall be held on 4th week of January and the place shall be intimated to the eligible candidates.

The written screening Test for each Super speciality (D.M./M.Ch.) will be of 50 minutes duration. It will consist of 60 objective type, multiple-choice questions with choices/responses 91) (2), (3) and (4). Only one of these choices/responses will be the most appropriate/correct one. Each question will carry 4 marks. For each incorrect response, one mark will deducted from the total score.

More than one response indicated against a question will deemed to be incorrect and will be negatively marked.

In case the candidates are not sure about the most appropriate correct response, the candidates are advised not to attempt the concerned question in the answer sheet and to leave it blank, for which no deduction from the total score will be made.

The answer sheet will be placed inside the Test book. The candidates will do rough work on the Test book and NOT on the Answer Sheet. Candidates will enter only their Roll Nos, and other particulars and the response to the questions on the Answer Sheet.

The Clinical/Practical/Viva-voce Examination would be of 60 marks.

Note : No TA/DA will be admissible for appearing in the screening test.

VIII. Procedure for Admission :

(i) Applications in the prescribed form (copy enclosed) only filed in and completed in all respects should reach the Faculty Office on or before the prescribed date along with registration fees of Rs. 250/- (Non refundable) and acceptable only by BANK DRAFT drawn in favour of the REGISTRAR, UNIVERSITY OF DELHI, DELHI-7, payable at State Bank of India, Delhi University Branch.

The candidates who are in service may send advance copy of the application completed in all respects including registration fee.

Candidates who wish to apply for each of the following courses are requried to submit separate application forms alongwith the registration fee of Rs. 250/- in the form of Bank Draft as noted in VIII (i) :-

(ii) The candidate intending to appear in te written screening Test for admission to any course is required to fill in blank admission tiicket attached with the application form and return the same alongwith the application form.

(iii) Application forms which are incomplete in any respect shall summarily rejected.

(iv) Merit List of the candidate shall be pasted on the Notice Board of the Faculty.

(v) Candidates may apply for rechecking of their Answer Sheets within one week of publication of the result of the entrance test on payment of Rs. 100/- on te prescribed application form available at Faculty Office.

(vi) Candidates shall not be allowed to join the course unless the original certificates are produced at the Faculty Office for verification.

Note :- The completed application must also be coompained by attested copies of the under-mentioned certificates;

1. High School/Higher Secondary Certificate for verification of date of birth.

2. M.B.B.S. Degree.

3. Detailed marks certificates of the I, II & Final M.B.B.S. Examinations

5. M.D./M.S. degree certificate in respect of candidates applying for postdoctoral courses.

8. Candidates applying for MD (Coounity Health Administration) must attach 5 yeas service experience Certificate along with the application form.

Note :- No original certificate should be attached with the application form.

IX. Joining Report :

Candidates shall be required to complete the formalities of Admission and join the course assigned when asked to do so and submit the joining report through the Head of the Department and Head of the Institution concerned.

X. Subject of Theses :

The successful candidates who join the post-graduate degree courses shall be required to submit their subjects of thesis in 1994 through Post graduate Cell of the Institutiom and duly recommended by their surpervisors. The dates shall be notified by the University. Ordinarily, no change of subject of thesis will be permitted after 6 weeks of submission of protocol.

XI. Confirmation of Admission

The admission of the candidate shall be provisional in the first instance. The Head of the Department concerned after 4 months of the commencement of the course, but not later than 6 months of the said commencement shall submit through the Head of the Institution, a report to the Board of Research Studies for Medical Sciences regarding performance of the candidate. If the performance is stated to be satisfactory and such other information as is required by the Faculty Office is supplied by the cazndidate regarding his admission, his provisional admission shall be confirmed. If the performancesis not found satisfactory, the admission shall be cancelled and the candidate will be informed about this within one month of the receipt of the report of the Head of the Institution.

XII. Tuition and other fees payable at the time of admission :

The selected candidates shall be required to pay the following fees immediately on receipt of information of their provisional admission as prescribed under clause IV-Procedure for admission and Assignment of Institutions-Candidates who fail to deposit their fees by the prescribed date, their provisional admission will be automatically cancelled without any notice :

(i) Tuition fee (Annual) Rs. 100.00*

(ii) University Enrolment Rs. 20.00

(iii) Library fee (Annual) Rs. 70.00

(iv) Athletic Fee (Annual) Rs. 10.00

(v) Culture Council fee Rs. 5.00

Total Rs. 205.00

XIII. Lecture/Demonstration Programme :

Lecture/Demostration programmes for postgraduate degree students will be arranged by the University.

The Principal of the College/Medical Supdt./Head of the Institution of the recognised Hospital and supervisor concerned of the student will issue a certificate to the effect that the candidate has undergone the training programme including lectures, demonstration etc. to his/her entire satisfaction before the student is allowed to submit his/her thesis or take the written examination.

XIV. Examination :

Every candidate seeking admission to the examination for the degree course must persue a regular full time course of study in the respective department of teaching institution/hospital in Delhi recognised byt he University of Delhi under the guidance of a supervisor appointed by the Board of Research studies for Medical Sciences.

* The Ist instalment of fee shall be payable at the time of admission, the second instalment at the time of submission of protocol and the third instalment at the time of submission of thesis.

Provided that a student registered may be assigned by the Board to one more than one recognised Institutions to work for a specific period as fulltime student under the supervisor(s) appointed by the Board.

The examination for the Post-graduate degree course shall consist of two parts viz.

(i) Thesis : and

(ii) Examination (Written and oral)

(i) Thesis :

(a) The subject of thisis shall be approved by the Board of Research Studies for Medical Sciences on the recommendations of the Post-graduate Cell received through the Head of the Institution.

(b) The candidates pursuing the degree courses will submit their thesis in part fulfilment of the MD/MS degree by the end of 2nd year of the course as a full time regular student under guidance of the supervisor(s) appoiinted by the Board of Research Studies for Medical Sciences. They will be allowed to submit their thesis to the Univesity only after they have paid the 3rd instalment of the fees. Provided further that the Board may appoint Joint Supervisors in any particular case on the recommendation of Postgraduate Cell of the College/Hospital concerned. Candidates admitted shall submit three printed or typed copies of their thesis on any working day by the date notified through their supervisors(s) and Head of the Institution.

(ii) Examination (written and oral) :-

Candidate who has submitted his/her thesis may be allowed to persue a regular course of study for a period of not less than one calendar year thereafter but shall be allowed to take the examination only after acceptance of thesis.

Provided that the candidate who is required to resubmit his/her thesis under the provision of the foregoing clause may be allowed to continue to persure the regular course of study and allowed to take the examination only after acceptance of the resubmitted thesis.

XV. Examination fees :

(i) Thesis Rs. 750.00

(ii) Examination Fees Rs. 220.00

(iii) Examination Fees for DM/M.Ch. Rs. 350.00

Note :- (i) Students admitted to M.D./M.S./M.Sc. course should pass the Degree Examination within 5 years after submission of thesis for the course.

(ii) Students admitted to the M.Ch. and D.M. courses should pass the Examinaton owithin 5 years from the date of registration to the course.

1. Diploma Course in Tuberculosis and Chyest Diseases (D.T.C.D.)

2. Diploma Course in Child Health (D.C.H.)

3. Diploma Course in Radiation Medicine (D.R.M.)

4. Diploma Course in Anaesthesia (D.A.)

5. Diploma Course Ophthalmology (D.O.)

6. Diploma Course in Otorhinolaryngology (D.L.O.)

7. Diploma Course in Obsterics and Gyanecology (D.G.O.)

8. Diploma Course in Medical Radio-Diagnosis (D.M.R.D.).

9. Diploma Course in Medical Radio-Therapy (D.M.R.T.)

10. Diploma Course in Dermatology & Venereology (D.V.D.)

11. Diploma Course in Physical Medicine & Rehabilitation (D.P.M.R.)

B. Non-Clinical Subjects :

1. Diploma Course in Microbiology (D.Mic.)

2. Diploma Course in Health Education (D.H.E.)

II. Duration of Course :

1. Diploma Course in Microbiology (D.Mic.)

2. Diploma Course in Health Education (D.H.E.)

III. Requirements for admission :

A. Clinical Subject :

(i) A candidate seeking admission to the 2-year Diploma Courses shall fulfil the following conditions.

(a) Candidate must have completed satisfactorily one year of compulsory rotating internship after passing the final M.B.B.S. examination from the University of oDelhi on or before 15th April and must have full registration with the State Medical Council/Medical Council of India.

Screening Test for Clinical Subjects :

The procedure for test will be the same as prescribed for Degree Courses

Admission will be made in order of merit on the basis of the result of the Screening Test.

III-B (i) Non-clinical subjects :

I. DIPLOMA COURSE IN MICROBIOLOGY

A candidate seeking admission to the above course shall satisfy the following condition :

Bachelor's Degree in Medicine and Surgery recognised by the Medical Council of India or the Degree of oBAchelor of Veterinary Sciences or Degree of Master of Science in Botany or Zoology or Microbiology of the University of Delhi or any other Degree recognised by thpe Univesity as equivalent thereto, with atleast 50% marks in the aggregate and thereafter must have worked for atleast one year in Microbiiology Department of an Institution recognised for the purpose as a whole time staff member in the Department on or before 15th April.

The candidates fo rthe above Diploma Course must also have full registration with the State Medical Council/Medical Council of India*

DIPLOMA COURSE IN HEALTH EDUCATION

III. (B) (II)

A candidate seeking admission to the above course shall satisfy the following conditions :

* How ever in the case of D.Mic Course in respect of those who possess M.Sc. Degree or Degree of Bachelor of Veterinary Sciences, registration with the State Medical Council/Medical Council of India will not be a requirement for admission.

(a) Bachelor's Degree in Medicine and Surgery recognised by Medical Council of India with at least one year's experience of working in General Medicine/Primary Health Centre/Department of Preventive and Social Medicine/Primary Health Centre/Department of Preventive and Social Medicine or Community Health or in a Medical College. Preference will be given to those candidates who are in service.

OR

(b) Master's Degree in selected Social Sciences (i.e. Psychology/Sociology/Anthropology/Social Work/Economics/Political Science or Education or Nursing from recognised University with at least one year's experience in community health welfare programmes or teaching in Social Biological Sciences/Physical Education/Home Science). Preference will be given to those candidates who are in service.

OR

(c) Bachelor's Degree in Social Sciences as stated in (b) above or Home Science or Nursing or Education or Public Health from a recognised University, with at least three year's experience in community health and are in service.

IV. Weightage Scheduted Caste/Scheduled Tribes

The Procedure remains the same as prescribed for Degree Courses

V. Preparation of Merit List :

(1) The manner of selection of the candidates for admission to various Postgraduate diploma course except D.H.E. and D.Mic courses will be the same as prescribed for Degree courses. The manner of selection of candidates to the following Post-graduate Diploma courses will be the same set out in clause V

Diploma Course in Microbiology ; (D.Mic)

Diploma Course in Health Education (DHE)

(2) The selection of candidates for admission to DHE course will be made on the basis of the merit of the eligible candidadtes and in order of preference as categorised in (a) (b) and (c) under clause III(B) (ii) above.

VII. Procedure for Admission :

The procedure will remain the same as prescribed for Degree Course.

* Only for sponsored candidates of Army Hospital, Delhi Cantt. The serving AMC officers will be given priority over Ex. SSC officers in the manner suggested by the Director General, Armed forces Medical services vide letter dated 3.2.1993

VIII. Payment of Fees :

The cnadidates shall be requried to join the Diploma courses on the date notified on payment of the tuition fee, admission fee and other fees as detailed below and shall start their regular work in the assigned Institution Hospital from the same date : (a) Tuition fees and other fees payable by Diploma candidates except DTCD candidates at the time of admission will be as follows :

(i) Tuition Fees (Annual) Rs. 100.00(*)

(ii) University Enrolment Fees Rs. 20.00

(iii) Library Fees (Annual) Rs. 70.00

(iv) Athletic Fees (Annual) Rs. 10.00

(v) Culture Council Fee (Annual) Rs. 5.00

Total Rs. 205.00

(b) Tuition Fee and other fees payable by D.T.C.D. candidates at the time of admission shall be as follws :

Tuition fees of Rs. 300/- for the whole course payable either in one instalment or in two instalments of Rs. 150/- each at the beginning of each year, fee for mark-sheet Rs. 5/- Admission/Enrolment Fee of Rs. 20/- Library Fee of Rs. 70/- Athletic Fee of Rs. 10/- Library Security Deposit of Rs. 25/- (refundable) shall be paid by each candidate to the Vallabhbhai patel Chest Institute, Delhi Transportation charges of Rs. 180/- (subject to revieion) shall be paid in advance by each candidate to the Institute.

IX. Joining Report

The Selected candidates will not be allowed to join the course offered unless the information supplied in the application is verified from the original certificates by the Faculty office.

Selected candidates will be required to submit a joining Report in the prescribed from through their respective principal/Medical Superintendent/Director of the College/Hospital/Institute concerned latest by the date notified for all Diploma Courses.

X. Lecture/Demonstration Programmes

The procedure will be the same as prescribed for Degree courses.

XI. Enrolment form :

Candidates who have passed M.B.B.S. or last qualifying examination from Universities other than Delhi University will be required to submit the enrolment form immediately after admission.

XII. Examination

Every student seeking admission to the examination for the Diploma course shall persue the course as full-time regular student inthe respective Department of a teaching Institution 'Hospital in Delhi where he/she has been assigned.

Note :- The medium of teaching and examination for all Diploma courses shall be english.

A sum of Rs. 350/- shall be paid by the students as examination fee to the University on the date fixed by the University.

Note :- Before filling in and signing the application form for admission, the candidate should read the whole of it care fully and satisfy himself/herself that he/she fulfils all the requisite qualifications.

Incomplete applications will be summarily rejected
