Since 3rd November 2003 both the hospital component and GP Registrar posts can be undertaken while a doctor holds limited registration with the GMC. Overseas doctors wishing to undertake postgraduate training in the UK are admitted under a scheme known as "permit-free training" which means that a work permit is not required as long as the doctor is undergoing training in a NHS hospital in an approved training post or a GP Registrar post in an approved training practice. The amount of permit-free time a doctor is allowed depends on the type of training being undertaken. Permit-free training can be extended for doctors who are training for general practice.


Restrictions on the funding of GP Registrar posts for overseas doctors were lifted in November 2001. All doctors who are successful in obtaining a GP Registrar post will now be able to receive funding for the GP Registrar component of the training programme. Until recently, this could not be undertaken under the permit-free arrangements and such doctors had to obtain a TWES (Training and Work Experience Scheme) certificate. Recent legislation now allows permit free training to also cover the GP Registrar component of the training. Permit free training can be extended for doctors training in general practice.
