I know that Step 1 2 ck and cs can be taken in anyorder but does the chances of getting visa decrease if one applies for VISA after step 1 only. I mean does visa officer gives importance to step 2 CK?

yes... that has been the trend so far.... its better if u give both the steps first and then apply for ur CS visa.
