There is also a possibility that the applications can be separated with UK+EU grads in one pile and all overseas candidates as another pile.
Reason for this is, they must have analysed that most of the candidates on job might already be on a HSMP or in the process of acquiring HSMP if they r not. So if the HSMP candidates compete on an equal basis as UK/EU grads because they have the right to work, chances are local grads might still end up unemployed.

That's the whole idea behind introducing the work permit. Not to give jobs to overseas, and to make sure that all UK & EU grads get the job. And later on offer jobs to HSMP candidates if vacancies are not filled up by any reason. Not to forget that there are lot of people with dependent visas as well, struggling for jobs.
People with visitor or other visas will probably not be eligible for application itself.

Pst PLAB im not s oure of what you say.
THe uk/eu and HSMp( dont need work permits) will be separated first from people requiring work permit( who hardly have a chance , a british consultant even used the word imposible)
obviously the hsmp prim med qualification cant be hidden,they will be 3rd choice , still they are part of the migrant crowd , and then the brits still need some laour dont they,so at the applicatin stage they wont be differentiated ,
after shortlisting maybe..

Yes the applicants requiring a work permit may not even be submitted for shortlisting by the medical staffing. Infact I won't be surprised if job adverts say in bold letters that "Those requiring a work permit need will not be considered"

But the HSMP holders do have a good chance. Cause even if all the UK/EEA applicants are employed there would still be thousands of posts available. Though training posts of choice may now be a distant dream even for the best of the overseas candidates.

The worst affected would be those still on PLAB Visit Visa/extention.
Cause they won't be able to extend their visa's for more than 6 weeks at a time nor would they be able to apply for any visa on the basis of locums. Even getting a GMC registration for them would be very difficult.

Why do you say that it would be difficult to extend the visa on the basis of Locums? If a person gets a locum for a month can he not get a visa for that if work permit is arranged?
or mebbe he/she goes back to his home country and tries for the same?

Work permits are not issued for duration of posts less than 3 months.

Getting a PFT on the basis of locums meant just giving away a letter to the applicant saying that he has been offered a locum...
But getting the work permit is a lot of hassle for the medical staffing which includes job adverts and a detailed application to the WorkPermits UK ... rather they would just give away the locum to some on with the rigth to live and work here!
