in Oz usually an SHO or even a JHO has enuf skills to be a PHO
but a UK SHO in Ed lacks certain skills to become a PHO
these may include intubation, plastering, cannulating a child, speculum examination
hence a fast track program for acquiring these skills so that an SHO may work as a PHO
