Hi Private,
The basic Differene of both the exam is that:
For IMG's they have to first appear in EE then proceede to QE1 exam, however Canadain Medicl Graduate does not have to sit for EE, he directly sits for QE1, QE2 is OSCE exam which is done by QE1 and 12 months of postgraduate training.
As MCC website states:

"The MCCEE is offered to International Medical Graduates (IMGs) and International Medical Students (IMSs), as well as to D.O. graduates of American Osteopathic Association accredited schools. The MCCEE is designed as a general assessment of the candidate's basic medical knowledge of the principal fields of medicine, including Medicine, Obstetrics and Gynecology , Pediatrics, Psychiatry , Preventive Medicine and Community Health, and Surgery."

How ever in general there is only one exemption for EE " EXCEPTION: Effective in 2005, an IMG who is a specialist certified by a member board of the American Board of Medical Specialties (ABMS) may be exempt from the requirement to take the MCCEE and eligible to apply directly to the MCCQE Part I. "
More or less EE and QE1 exam are the same as they are made by using a pool of test items based on the "Objectives for the Qualifying Examination. "

These Objectives can be downloaded by MCC website.

Goodluck!
