I attended ST1 interview for core medical training in Westmidlands yesterday. Two of the overseas candidates were not allowed to attend interview even though they had HSMP visa. The justification given was that they were on work permit before 5th of feb 2007. One of them had been interviewed elsewhere with no problem what so ever.
This is the letter sent by the deanery before the interview

SECTION 1 –IMMIGRATION STATUS

Guidance has now been received from the Department of Health which states that only those candidates with a ‘right to work’ in the UK may be considered for posts in the first round of recruitment. This means that doctors who would require a work permit as at 5th February 2007 cannot be considered in the first round of recruitment. However, candidates who fall in this category may re-apply in the second round of recruitment.
Due to the very tight deadlines, the Deanery has not had the opportunity to look at the immigration status of each shortlisted candidate. If you have been invited for an interview and you know that you would require a work permit, then would you please contact us immediately as you will not be eligible to be considered in the first round and you will not be able to proceed with your interview. We appreciate that this may be disappointing for you and apologise for any inconvenience that this may cause you.

If the candidate was allowed to attend the interview in other deaneries then why Westmidlands discriminating???
These cantidates have written to Westmidlands dean and BAPIO.
