GET ME CORRECTED IF AM WRONG....THERE ARE ONLY 19 RESERVED DEGREE SEATS...WHICH WILL BE ADDED TO THE UNRESERVED SEATS AND DEFINITELY THE SUM THE TWO WONT ADD UP TO 100...YET 35 RESERVED CANDIDATES WILL BE AMONG FIRST 100 RANKERS..A DEFINITE LOSS OF 16 DEGREE SEATS...
e.g:..THERE WERE ONLY 4 ST'S WHO COULD AVAIL A DEGREE..AS PER LAST YEAR...THGIS TIME IT WILL BE ATLEAST 6TO8 IF NOT 10....THIS IS LOST GAME..I HOPE

If your calculations are correct ( i have not rechecked them)... then you shud have no DOUBT which ssytemis better for yur state----
POINT roster or SEAT SPECIFIC RESERVATION i.e. ROTATION roster.

Obviously ROTATION BETTER.... in your case
