Yes answer is arachnoid cap cells..
Arachnoid cap cells are found in arachnoid villi
Arachnoid villi are diverticula of the arachnoid mater and the subarachnoid space which extend into veins and venous sinuses of the dura. Arachnoid granulations are larger than villi and are visible to the naked eye, whereas villi are microscopical structures. Each villus or granulation is coated on its venous aspect by endothelial cells and is bathed by venous blood. As the villus or granulation penetrates the dura, it forms a narrow neck which then expands to form a central core composed of channels and collagenous trabeculac. Towards the apex of the granulations there is a cap of arachnoid cells with wide channels running through to the coating endothelium.15~ These structures are a major pathway for the drainage of cerebrospinal fluid, which percolates through the cores of the villi or granulations and is transported across the endothelium into the blood.

each type of brain tumor arises from a specific cell type. The cell of origin for the meningioma is call the arachnoid cap cell, found on the surface coverings (called meninges) of the brain in the paccionian granulations. These serve as the one-way valve system between the water system of the brain and the veins that drain from the brain to the heart.
these tumors have an embryologic relationship with cells found in the muscle layer of the utereus. In fact, it is exceedingly difficult for the pathologist to distinguish the meningioma from the fibroid tumors of the utereus under the microscope. Also, they share the characteristic female hormonal receptors (estrogen and progesterone) on their cell surfaces. This characteristic has lead to the testing of anti-estrogen receptor agents, such as tamoxifin, as a growth-inhibiting agent in these tumors.
