GRE should be given in august-september-october, Applications starts from September-October.
Yes you may repeat the exam, the score reports will report both the scores. Your university may pay attention to the latest score, while some universities may take the average of the exams. You may take the exams as many times as you can. You can take a single exam in one calendar month. December is late, take it 2-3 months before December. Loads of deadlines are in December. Your application packet should reach them by october-november. And there are a dozen more things to do than give GRE , GRE is just the tip of the iceberg.
