Unless the degree is recognised by the MCI, the state councils cannot recognise it. State councils are just regional centres of MCI wherein the state medical Register is manitained for the convenience of people wanting to practise in the particular state. The University and state council permission and recommendation is required to start a course and for MCI recognition. I don't think that the state councils and MCI are independant of each other.

You can clarify the same by calling up the MCI office.
