Hi,
Since you are looking for a Windows Mobile based PDA lets exclude the iphone from the list.
Since its from Apple, its OS will always be OSX.

HP IPAQ 6828 has 64MB RAM, 128MB ROM, Intel PXA272 416 MHz processor and expandable memory.
HTC Touch has 64 MB RAM, 128 MB ROM, TI OMAP 850, 201 MHz processor and expandable memory.
(Its RAM & ROM can be upgraded to 128 & 256 respectively)
Samsung i710 has 64 MB RAM, 128 MB ROM, Intel XScale ARM920T PXA27x, 416MHz processor & expandable memory.

So performance wise these three are very closely matched.

HTC Touch costs ~Rs 17,000/-
HP iPAQ rw6828 costs ~ Rs.32,000/-
Samsung i710 costs ~ Rs.16,000/-

Since ur budget is ~ Rs 20,000/- iPAQ is out of the list.

HTC Touch has Pocket Office(Word, Excel, Outlook, PDF viewer)
Samsung i720 has its own Document viewer/editor.

HTC touch has MP3/AAC player.
Samsung i720 has Windows media Player 10

Battery stand by time / talktime is more in Samsung i710 (Up to 250 h/Up to 8 h 30 min)
HTC touch's stand by time & talk time is (Up to 200 h & Up to 5 hour)

The choice is yours.

Since all these phones run on Windows Mobile OS(Operating System),
you will be able to find lots of free softwares online,
including PDF viewers and Dictionaries.
