is regsitration certificate under mci /state medical council is must to be eligibel for any MCh /DM exam of any govt colleg e

if soem body did ms surgey from permittes aprroved saet of surgey is he is alllowed for MCh /DM exam .......
as such std may get provisional degree or dgeree certificate form demed unoverity or collge but will it be suuficent to saet in DM /MCh or that degree must be registere in mci
