I guess it's because of the following reasons:
1) MPH is perceived to be a "less hectic" course than most other courses offered. This is an apparent advantage for those who plan to take their USMLE steps in US alongwith their Master's degree. They will get more time to study if they enroll for MPH. How far this is true is debatable.

2) Admission to MPH is relatively easy, especially for medicos, as compared to other courses. Being a medico is an advantage while applying for MPH because the Admissions committee considers your experience in the Healthcare field and training in PSM as plus points in your eligibility criteria. You don't really need very relevant research experience to get into MPH, as you might need for say neuroscience or genetics. The cutoff GRE scores usually lie in the range of 1000 to 1200.

3) Public health is an emerging field in US, India and indeed the whole world. In case of failure in USMLE , MPH could provide a sound backup.

4) MPH from a US university also apparently adds to one's CV, especially if one plans to apply for Family Medicine Residency.
