Anemic baby.
There is no information for suggesting RBC destruction or Blood loosing, anemia inducing drugs or toxins, Blood dyscrasias(inadequate production).
According to the information given, the baby has had only milk for her diet until 14Mo. Baby over 6mo will fall short of iron if fed with milk only diet.
Iron deficiency is the exact diagnostic choice for this case.

A 14-month-old girl is brought to your office with a three months history of progressive pallor, irritability and lethargy. Mother has noticed puffiness around the child's eyes and side of the face when she wakes up in the morning. Diet consists of 6 to 8 bottles (40 to 60 oz) of milk a day but does not eat solid food.
