i applied for step 2 and scheduled to take the exam,but unfortunately i couldn't take the exam ( i couldn't attend the exam at the scheduled date )

is this a failure or what

no this is not a failure. no attempt is counted. But if u again want to schedule a new date u will have to pay some fine to the prometric,around 200$, u should talk to prometric centre.
