Agreed... many people want to get out of India (the so called "Brain Drain") due to reasons ranging from personal, economical, political, professional, etc.
However, just a few words from personal experience: the situation in USA is getting tougher by the hour. Each year more and more FMG's apply to the programs and the success rates are only close to 50%. I have a FMG statistician from ECFMG as my classmate and she told me that the selection criteria no longer "seems" to be scoring a double 99. The residency programs have since lond realized that everyone can score a 99 by slugging it out for 6 months.
What matters is your "extra" activities and this does not mean acing your college's kabaddi team or maybe football. It's more of what research work, Clinical exp, published work, etc is on your resume. Even with this regard the competition is getting tougher. Ppl might want to keep their options open for other countries as well

i perfectly agree with you,
but how is the situation with permanant residents who've finished their graduation outside the US i.e.
american IMGs..
is it getting tougher for them as well?..
because i hear their conditions have remained constant over the past few years

You answer the question yourself... they are U.S. citizens... so are naturally given the first preference over us and as a result their success rates remain constant

I heard somewhere that if we get a pg seat in general merit then we have to do mandatory government service in rural area for 3 years, failing which we have to pay hefty fine.
Is this true?

posting 3 times is not going to get rid of the supposedly 3 yrs of compulsory rural service (if there is such a thing) but I guess you chose the wrong forum thread to ask the question.
I believe most ppl on this thread have already made up their mind by now and visit it only to get some info about the GRE
/MPH route. In effect they have almost given up on staying in India.
Personally I'm out of the dungpit and couldn't care less about the system. Hard luck for you if such a rule really exists and is "actively enforced"

considering this massive exodus..wont there be a scarcity of docs in india after a couple of years?..
almost every 2nd person in my college is contemplating givin MLE,
they're considering it as some form of a 'back up', 'in case if the govt extend the rural service by several yrs more', they'd perhaps give MLE a 'shot',
what they fail to realize is that its not the exam which is difficult(relative to aipg), but gettin residencies there.

I could have agreed with this Statement but I am sorry my dear Friend. Your credentials have value only when they are accompained with Good Scores. I am having a close watch on this year's Match situation and this is my inference.
Although DigiDoc states on his website that clerkship (clinical electives) can help those who landed up with scores in late 80's but this isNOT seen in this year's Match. Many of my friends who have scores in late 80's ended up getting 6-7 calls (with 8 weeks of Clerkship). A fresh Graduate cannot be expected to have US Research Experience.
All of my colleagues as well as my Seniors have adviced me to get a Double-99 (preferably) or atleast above 95.
