you will be eligible for pg in hp if you are a "bonafide resident "of hp , which as you told ,you are. so do apply for hp pgmee after completion of your internship("internship should be completed at the time of last date of submission of application in the hp university") and full registration(with "MCI or any of the state medical councils")

yes you can definitely write hppge if you are a bonafied himachali. but the number of seats for direct general category are only 4-5 per year

the gdo quota in hp is 66.7% of available seats.
40 seats total ( degree)
20 to all india
out of rest 20 for hp, 14 seats are for gdo and 6 seats for direct candidates
out of 6 seats for direct candidates, 1/2 reserved . so in effect 4 md/ ms seats for direct general students. rst are all reserved
