Depends on how you choose to look at it. It is not a negative point but you don't have the advantage that you'd have if you were from a school that the PD knows about.
I don't know the list for sure, rather nobody does but i know certainly that there are a lot of students from AIIMS
, Maulana Azad, UCMS-Delhi, KEM-Mumbai, Grants, KMC-Manipal etc.
If i were you i won't worry about this too much because we can't change it, so useless fretting about it. Rather focus on what are strengths can be.

Well, every Institution is Good as long as it is Recognised by MCI (Medical Council Of India) and one is getting some fruit out of it.

One More Criteria
Years of Graduation :- Although most programs mention the limit as 5 years but those Graduating within 2 years are preferred.

When I asked about current situation I got a same reply from 4 Different IMGs "Try and get a Double-99". Is it really so?

An advice dipsite... Stop listening to everybody. Everyone has a different opinion and different experience. Develop a reasonable approach and follow it to the best of your ability. There are a lot of double 99ers biting dust while some double 99ers or even average scorers make it big. After discussing so much about the mechanics of USMLE
if you still get confused, it won't help. Certainly 99s are desirable but they are not available in the market that you buy them. Almost everyone tries to do his/her best at the exam but they'll get what they'll get. Get your best scores and try to get everything else right and yes don't get influenced by every other persons views, specially the extreme ones. Nobody knows what works for everyone.
More than year of graduation.. what you have done in years since graduation matters. Certainly fresh graduates are preferred but if you have done an MD, done some research, built some contacts during that time, you might fare better than many fresh grads.
Bottomline.. there comes a point when you gotta decide your own course of action under your given conditions. Then strive hard to give you best at every step and leave it to God. Hope for the best and be prepared for the worst.

Eventually when it comes to USMLE
, stringent criterion is one and that is there is always a place for you to make and leave a mark to prove yourself ,
Coming to this talked about aspect of year of graduation one of my seniors who completed post graduation in year 2000 has joined residency this year in a real good California -university program.
Bottomline is if one facet doesnt , still others may work for you if you play ur cards right.
