NRR =1 means 2 child norm
permanent sterisation is ideal method to achieve it.

other countries where population growth rate is low, they have
achieved it not just by use of barrier contraceptives, but by strong
motivation of couples to undergo permanent sterilisation after 1 or 2
child. condoms, OCP's are better for spacing pregnancy or avoiding it
for the time being. but where aim of restricting the total family size comes,we have to resort to permanent methods.
they are the most effective way to reach NRR=1 and of course the
most difficult to apply(esp in developing countries)
