try searching from prc website on how foreigners can acquire trainings there.i would suggest trainings from either manila area, cebu and iloilo.thing is that you need to learn local dialects even if US english is used in the conferences and medical discussions.to increase your chances, you may enroll nursing in hospital-based schools while doing residency training.taking up other courses may not offer the same opportunities though,i presume.

guys, why not pay a visit to the embassies and ask for the possibilities of an accredited training.they are suppose to pay those on residency trainings, provide food and accommodation plus every department have their own books for the residents.they might require you to pass national regulatory exams but to charge fees and make you work for almost 24/7 (which is the usual thing in the phils) is too much.20,000 USD is too much for the adventure.
