The table that i have posted here is verbatim of the schedule that was proposed by DGHS.. The only change that has been made is that in row 4 of column 1, the words "wait listed candidates " has been replaced by "every one and not only waitlisted candidates"
According to me These few words are a significant achievement for us...
We went with Mr Jaitely with only two demands today...
1) 2nd counselling should be right from rank 1 and not only for waitlisted candidates, because if its only for waitlisted candidates, it'll be just an eye -wash (A single counselling with two parts)
2) 2nd counselling should be held after 1st round of state counselling (Because until and unless a person, who has a rank in both all india and state, doesn't know whether he's getting a better seat through state counselling or not, he will not give up his all india seat.. So, the actual no. of seats falling vacant from all india quota will be known then only)
There was lot of confusion today in the court.. Lots of parties had come in...
UP students had something to say about their own state counselling
UP GOVT was there to defend their stand of having conducted a counselling..
MCI didn't want a 2nd counselling
DGHS wanted a second counselling but only for waitlisted candidates
In all this halla-baloo, arun jaitely pointed out twice about what we wanted..
Finally, only one of the demands was accepted by justice balakrishnan...
Suddenly the other judge intervened and said, that what has been proposed by govt appears to be fair and lets follow this schedule, the only change accepted is that 2nd counselling shouldn't be restricted to wait listed candidates only...This apparently enables the candidates to get an opportunity to opt for those seats that will fall vacant due to non-joining of candidates (we all know that lots of all india rank holders who are sure of getting a much better seats thru states, come to all india counselling and take a seat for no fruitful purpose, or to help their friends who don't have a rank in all india and might get something through state counsellings if lots of seats lapse to states).. But this MIGHT NOT BE TRUE
This is because there's a catch in this schedule,and that is: when DGHS proposed the above mentioned schedule, they kept only 7 days time i.e. 19th May to 26th May for 2nd counselling because they had proposed 2nd counseling only for waitlisted candidates, which can very well be done within 1 day because hardly anyone comes to take up physio, biochem, FM, etc.
And when the Court made a chnage in row 4 of column 1, that 2nd counselling shouldn't be restricted to waitlisted candidates only, noone pointed out that 7 days is a very less time for holding a counselling of all 4200 candidates again...
This can have a very bad implication...
The exact number of seats falling vacant due to non-joining through all india quota will be known only on 19tyh May i.e the last date of joining for All India..
Now ideally these vacated seats shouild be added to 2nd counselling, otherwise 2nd counselling will offer only those seats that were LEFT after 1st counselling i.e. Biochem, FM, etc
After 19th May, if they try to compile the data of vacant seats, it'll take them a couple of days... That means that govt will be left with only 4-5 days to conduct the 2nd counselling right from rank 1 to 4200.. which is humanly not possible, because every student will be opting a new seat, vacating his previous one and thus chain reaction...
And this also is possible only when all states send the info of seats falling vacant due to non joining, WELL IN TIME... which in all possibilities is not very likely...
Thus my lawyer has advised that if we want that the seats that fall vacant due to non-joining should be added to 2nd counselling, we should file an application asking for appropriate DIRECTIONS... and only a senior counsel like arun jaitely will be able to argue such a point...
But friends, i myself am tired of all this court business.. Its been more than 1.5 months now since i am running after these court matters... I am on phone all day long...Rest of my life has come to a stand still....ppl keep calling to know the prospects of the case and what is my plan of action and all that... And when it comes to contributing money, everyone takes a back seat...
So i have decided that i am not going to persue this case any more...
Now onwards, please don't call me to ask me about the prospects and details of 2nd counselling case...Whatever information is there with me, i have posted it here...

A little more info that i have about the counselling is that:
1)The seats of all india quota that will fall vacant due to candidates resigning, after getting a better seat through state quota, will not be returned to all india 2ns counselling, because 2nd round of All India will start by 19th May, and states have the liberty to hold their first counsellings by 30th may.. The only seats that can come to 2nd counselling of all india will be those where the candidate after allottment, doesn't join..
2) ASG gopal Subramaniam said that they plan to call 300 students per day
(Now how many students will they call per day finally, i dont know)
If they call 300 candidates per day, it means they are calling all 4200 students in the first counselling itself.. (Not sure)
