J1 waiver option may run out!!!

Guys, i dunno if something has been posted on this already. At least i could not find one, so i'm posting this. A newsletter from American Medical Association states that J1 waiver may run out. If such a travesty occurs, it would be a big blow to IMGs on J1 visa, who have a thin chance at least now, to stay on in US via this waiver. Read it for urself. U can also see d link:

Visa waiver program set to run out
The J-1 visa waiver program, through which international medical graduates are hired to work in underserved areas, will sunset in June, leaving new IMGs with J-1 visas ineligible to apply for the waiver. However, those already training in the United States on a J-1 visa still can seek a waiver.
The waiver program forgives the requirement that IMGs return to their native country after graduating if they serve for at least three years in an underserved area.
Legislation to permanently reauthorize the waiver program is circulating through Congress.
An amendment reauthorizing the program was introduced in the Senate as part of a larger immigration reform package. A comprehensive immigration bill in the House was passed earlier this year.
At the same time, stand-alone bills in the House and Senate permanently reauthorizing the waiver program were introduced by Reps. Jerry Moran, (R, Kan.) and Earl Pomeroy (D, N.D.) and Sens. Kent Conrad (D, N.D.) and Sam Brownback (R, Kan.).

Thats what AMA says.. There's a hope that the bill to reauthorize the waiver has seen through the senate. I have no news about it yet..

If you see carefully this article was published in 2006.
In fact I read articles in which it was mentioned the Conrad J1 waiver would be made permanent.

OMG! This line has made me shiver.. "Excludes "graduate medical education and training" from eligible specialty occupations under the H-1B visa"
If this happens H1B visa cap would start applying to residency applicants!

Hey AshB...
Could u please explain me in simple words what does this first point mean? coz its difficult to interpret(for me)... i spoke to few of my friends and some said it just means that the new H1B amendment wont be applicable to 'graduate medical training'.
