i think civilian are divided in to graduate from MUHS and outside Maharashtra .

no category 4 means...those in short service commi:..only if they dont take a seat civilians will get

yes this is trend that is slowly coming in it seems
last years there wer 4 seats
this year 2 so
i don tthink being a total civilian one should appear for this entrance skipping some other entrance
but if this examis not clashing with any other exam one should appear as on enevr know what policy may change.....and seats me ay increase...
