according to my calculation the answer will be 18 per 1000...
letss ee how...
see!!birth rate is defines as =no of live births/estimated mid year population into thousand.

and is expressed as perthousand .. isnt it... but this 1000 is a rough idea becsue it also contains non eligible couples also.
the no of eligible couples per thousand in india is 150 to 180. now taking the upper limit that is 180. lets see the following explanation...
see!!
lets assume the birth rate to be x
it means x no of childrean are born to 1000 population.
so for 180 population(that is eligible couples) the no of birth will be 180*x/1000
now this is equal to 3.3 as given in the question.
so the equation is 180*x/1000=3.3
which comes out to be 18 approximately.
so if the birth rate is 18 per 1000 the eligible couple will have 3.3 children on an average!!!
i hope i am right!!!

bhai answer given is 25/1000 if we think logically we can mark it aS the answer as india as family size of 3.3 and birth rate around 25/1000 ..but couldnt gwet how to calculate ..if diffrent data comes .......you explaination was good yaar but still not got the correct solution...trying to find out...

oh is it.... ???yaar if we take the lowest limit of eligible couples that is 150 per thousand then also the answer will be 22per thousand...
how the answer is 25 ...pata nahi kaise aya ...???let me find out some more....

now this is a ques from Salgunan n all the options mentioned here r wrong......must b thinkin how???
now the thing is dat we have a formula as BR=(TFR*8)+1........so as completed family size is same as TFR given in ques as 3.3
