appropiate time to take Step 3

I'm one of the applicants for 2008 match and i've cleared USMLE
Steps 1 and 2 (CK & CS). Can anybody tell me the appropiate time to take the step 3 exam. I wanted to know
1) whether i can take it in feb 1st or 2nd week to be eligible fo the H1b visa for 2008 match (in case i match somewhere).
2) when do the program director expect us to take and pass the USMLE
step 3 for the H1b? do they offer prematches on H1b if one has not yet taken Step3?
i know that most IMG take step 3 before december/jan. but I have my MD final exams in the first week of december 2007 and cannot start studying for the exam before that. please help me.

Hi motorola u seem to be ominpresent. I have seen you in all the internet forums. and i've gone through your pediatrics [no ads please]
site. its very interesting. everybody must see it once. But it seems that Rx pg is not allowing advertizing of your famous site(geeeeezzzzzzzz hihihihi). I'll request them to do so. u can put the same info on this site too.

Alright:
It depends on pograms. It is a risky business. Plan is to take it as soon as possible, BUT you should be confident enough as it might seriously harm your rankings if you fail it and programs notice it. So, take it when you are confident.
Your question looks more related to H1B status. Otherwise, icreasing chances of calls and getting higher in ranklist are other issues here which is more related to 2009 match people which we can discuss in other forums.
It is three kind of programs: one, who would prefer to know the step 3 result before finalizing ranklist, that is before feb third week. remember, i am talking bout result not exam date. Second, who want the result as soon as match result comes so that they can start the paperwork immediately. Third, who can give you you 2-3 more weeks after mid march to get step3 results.
obviously, one type of program is who give J1 visa only. 
so, it solely depends on programs. Then it is all confidence. If people are confident enough, they take it asap. Step 3 should never be taken lightly. If anyone is not confident, then the way to deal with it is to take it in february 1st-2nd week, which means that you will get result after final ranklist has been prepared. and if you fail then you stand one more chance before mid-march so that you can have H1B visa.
It is highly recommended that you should have result in hand before match day because then programs look for result and if not available then refuse to give H1B and start processing J1. Also, even if program agrees, then processing ges delayed and you sufer by entering late into residency. So, do not take chances inspite of the true fact that some programs do give you an additional 2-3 weeks.
in yur case, if you are confident enough, you can take NBME test and take exam and get result before mid-jan and theoretically, it might increase your chances. but it will deifnitely decrease your chances if you fail it. so do it when u r confident. NBME is considered as highly reliable system. You will more likely pass it if you have been into US clinical system.

Thank you Polkpolk for your suggestions and detailed explanation. I'll try to take step 3 asap. This is exactly what some of my friends, who r doing residency in the US, have told me. I got the point. Can u please tell if step 3 score matters after you get in a residency? or just a pass is enough?
