Dear All,
As you may already know, MMC is going to put even more restriction on overseas doctors for 2008 MMC recruitment. They have made a proposal to exclude even HSMP holders from open competition. I guess because it is the early stage of that propsal, we can prevent it from happening by sending our views regarding this proposal. I have filled out the form and sent my views. You can have a look at some views on the form attached. I strongly recommend you to send your views through the form.

Do you agree with the Department’s preferred option to re-implement the long-standing policy guidance, that doctors from outside the EEA with limited leave to remain in or enter the UK should be considered for post-graduate medical training places in the NHS, only if there is no suitable UK or EEA applicant and that this is a proportionate response to the problems outlined in this discussion document

Absolutly Not, For many years the DH was inviting all the IMG’s around the world, through the British Councils, to the NHS for higher education. Lots of us left behind our families and all the opportunities we had in our home country to get trained presumely in a better system. I am in the UK since 2004 and my wife is here since 2002. after doing so many honorary jobs, trust grade posts etc and getting HSMP you are telling us to go back home with nothing. We are already discriminated by the system why do you need to make proposal for that discrimination? Where is your moral responsibility?

I do not understand why you raise such a question. In an open competition some lose and some win. The atmosphere is already in favour of the UK graduates. Knowing this fact if a UK graduate lose to an overseas graduate it means the overseas graduate has been an extremely good doctor and what you get from that doctor is much more that you get from a UK graduate. You may feel you have lost all the investment you put on that UK graduate but you also get a better doctor without spending any money on them. As DH you are responsible to bring the best possible doctors to the taxpayers instead of being concerned regarding the money you have invested. Remember you have not actually lost your money since you are getting a better doctor which had been already invested by another government.

I do not answer this question since I do not believe DH should put such a guidance at all. Just open competition. That’s the only thing which makes sense and is the best option for the NHS and taxpayers

They should be able to apply in open competition for any training post including ST posts on condition they are lawfully eligible to work in this country. You cannot be stricter than Home Office. If you are then you are obviously discriminating people against their race since you are not the right body to put such a restriction. Obviously such a discrimination will get the DH to court again and certainly you will lose this time due to the nature of HSMP visa.

Legally and morally you can only make it harder for the new overseas graduates who are planning to come to this country. Meanwhile I think you need to reduce the number of medical students and also recruiting doctors in areas like medical research which is happening right now to unemployed or unsuccessful doctors in other countries including US. DH does have a duty to recruit the best possible doctors. It does not have a duty to recruit all the UK graduates. You say 80% of IMG’s leave within 4 years of entering NHS. The reason is so obvious. That’s because it has been much harder for IMG’s to get a SpR post (in old system) or get a ST post(in new system) so they leave the country when they clear Royal College exams and find out that it is almost impossible to secure a SpR post. Do you know what percentage of IMG’s leave the country after securing a SpR post? I am sure that percentage is extremely low which could be ignored. It takes almost 3-4 years to clear Royal college exams and after that doctors start applying for Registrar posts. If they do not get a SpR post what they should do next? Isn’t it sensible to leave the country when you feel you will no longer promote on your career ladder? I am sure it does happen to any doctor regardless of his/her nationality. To sum up, you invited us to this country with lots of promises and now you are reluctant us to play any role in NHS just because we might leave the country. Remember HSMP holders are those who want to stay and live in the UK and they are different with permit free holders. HSMP is a migration programme.

i read this document ,this will not affect fp 2008 recruitment .after this ,whatever they decide will affect st & fp and so on.
if we can we should all send our comments.this is the only thing we can do.

coz even if it does not effect fp 2008, by the time we have completed foundation training it will surely affect us, if implemented
