Binding of 2,3-BPG to deoxyhemoglobin: 2,3-BPG decreases the oxygen affinity of hemoglobin by binding to deoxyhemoglobin
but not to oxyhemoglobin.

Chapter - Globular Hemoproteins - Lippincotts Illustrated review of Biochemistry
Response of 2,3-BPG levels to chronic hypoxia or anemia: The concentration of 2,3-BPG in the red blood cell increases in response to chronic hypoxia, such as that observed in obstructive pulmonary emphysema, or at high altitudes, where circulating hemoglobin may have difficulty receiving sufficient oxygen.

The high-energy phosphate group at carbon 1 of 1,3 BPG conserves much of the free energy produced by the oxidation of glyceraldehyde 3-phosphate. The energy of this high-energy phosphate drives the synthesis of ATP in the next reactionof glycolysis.
Some of the 1,3 BPG is converted to 2,3-bisphospho-glycerate (2,3-BPG) by the action of bisphosphoglycerate mutase.
Harper's Illustrated Biochemistry 27th Edition Chapter 6
A low PO2 in peripheral tissues promotes the synthesis in erythrocytes of 2,3-bisphosphoglycerate (BPG) from the glycolytic intermediate 1,3-bisphosphoglycerate.

For the last question, there is no clear cut mention of exercise leading to increased BPG. But exercise would lead to decreased pO2 which would stimulate BPG in RBC. Hence I have labelled it true.
