Quick Scroll Eligibilty for UPSC 04.01.08 (1 month ago) #1

Hi,
can anybody tell me if students who have done MBBS from abroad and have not cleared MCI Screening test eligible appear in the Civil services exam?
Is the degree recognized as a graduate degree or is it necessary to clear the screening test and internship and then only be able to compete in Civil services.
Advices and help appreciated.
