Cultural Knowledge. Physicians and patients have differing definitions of health and illness and differing concepts of the origins of disease and therapeutic responses. Understanding the patient perspective will both increase the likelihood of correct diagnosis and patient adherence to therapy and decrease the possibility of misdiagnosis.

WHO defines violence as "The intentional use of physical force or Power, threatened or actual, against oneself, another person, or against a group or community that either results in or has a high likelihood of resulting in injury, death, psychologic harm, maldevelopment or deprivation."
It is difficult to find a straightforward reference but from the above it seems “Power” is used in a entirely different context by the WHO and hence it is unlikely that the counselor would be required to exhibit Power in the same context.
Hence I suggest that the answer is “the counselor should have all except Power”
