Danforth's Obstetrics and Gynecology , 10th Edition - Prenatal Care
Routine Ultrasound
Most clinicians will obtain a detailed anatomic fetal evaluation in the mid second trimester by ultrasound (Chapter 9). This ultrasound helps document fetal age and fetal well-being as well as placental position. The fetal evaluation by ultrasound should be performed before 20 weeks so that appropriate referrals and consultation can be obtained if abnormalities are discovered.

Williams Obstetrics 22nd edition > Section III. Antepartum > Chapter 16. Ultrasonography and Doppler >Clinical Applications
Even so, recently updated practice guidelines of the American Institute of Ultrasound in Medicine (2003) stress that adequate assessment of fetal Anatomy is best performed after 18 weeks

The correct answer is 16-18 weeks.
Rationale is that this allows best dating of the pregnancy & allows detection of most abnormalities.
Earlier scans may miss out on abnormalities.
Scans later than 16-18 weeks give poorer estimates of gestational age and secondly in case of malformations being detected cause problems of termination of the pregnancy. (Legally allowed till 20 weeks).
The uterus does not respond easily to labor induction at 24-28 weeks if malformation is detected and one wants to terminate the pregnancy.
Hence go for 16-18 weeks.
