The Ministry of Human Resource Development, India in consultation with Ministry of External Affairs has already delegated the power to authenticate educational certificates to the State Governments. The State Governments are required to authorize nominated officials to authenticate educational certificates. Although not all foreign governments insist on for authentication, this is required by a few West Asian countries.
